According to Burnham, these are "directions to knit a teddy bear, either in-the-round or flat with seams, plus a sweater for the bear. Use any yarn/needle combination that will yield a fairly dense fabric; I recommend two needle sizes smaller than that recommended for your yarn." The bear shown, about 9" tall, seated, and knitted with 4.5mm/US7 needles; likely at a tension of 19 or 20 sts to 4"/10cm with the equivalent of a heavy worsted weight yarn. For most companies, writing two sets of (detailed, accomplished) instructions for one item would be an impossible extravagance. But here Burnham has generously catered to the tastes of every knitter, and the type is large and there's lots of white space, to boot. The sweater is just so sweet... the cherry on the meringue.
